Garageman's Lien Bill

MAACA has pushed this bill directly. It creates a lien on a vehicle for unpaid parts, labor, and storage. A magistrate approves the lien through a petition and can order a lien sale. The shop can only recover the costs listed in the petition, nothing more.

HB 1502: SLEEP Act

Bans aftermarket exhaust and muffler systems louder than legal limits, for cars, motorcycles, and ATVs made after 1978. Sets new decibel and distance testing standards; a vehicle fails if audible at 200 feet or more. Requires law enforcement and inspection staff training. Illegal exhaust systems fail inspection. Inspection stations lose their certificate after a third violation in 18 months. Penalties: up to $1,000 fine, 30 days jail, or both. Effective 60 days after signing.

SB 1298: Emissions Program Changes

Dep must start dropping counties from the enhanced emissions inspection program within 60 days of enactment. A revised state plan goes to the EPA by August 1, 2026. New vehicles get a five-year testing exemption. Dep cannot add more counties to the program.

HB 1142: Window Tint Inspections

Inspectors would test tinted windows with a meter during safety inspection. Vehicles that violate pa's sun screening rules fail. Tint installers who skip disclosure about inspection failure risk face liability under the state's consumer protection law. Shops need clear enforcement thresholds, equipment rules, and answers on who is liable for failures.

HB 2069: Automated Noise Enforcement

Municipalities could get state approval to install cameras and decibel meters at intersections to catch loud vehicles. Registered owners get a $100 fine. No criminal record and no effect on driving record. Shops need to know how this affects disputes over exhaust work and what counts as a legal repair.

Jay Alerts Pilot Program

Rep. Cephas's bill sets up a hit-and-run alert system in Philadelphia. After a hit-and-run, police notify every licensed repair shop in the city through one registry. Alerts include vehicle make, model, year, color, plate number, unique features, and damage extent. The pilot runs for three years, then sunsets. Members will discuss shop sign-up, registration, and liability risk.
